Public contracting requires more than finding an opportunity. A bidder must understand the current procurement documents, submit complete evidence and be capable of delivering the contract if selected. Requirements differ, so the solicitation and official guidance always take priority. This article is general information and not legal or tender-specific advice.
Maintain a readiness file
Keep current corporate, tax, statutory, financial and technical records in a controlled file. Track expiry dates and the person responsible for each update. Maintain evidence of relevant capacity without exaggeration. A readiness file reduces last-minute errors but does not replace careful review of every solicitation.
Read the tender as an instruction set
Create a compliance matrix covering eligibility, forms, signatures, securities, specifications, pricing, delivery, submission method and deadline. Direct clarification questions through the stated channel and incorporate formal amendments. Do not assume that a requirement from a previous tender applies to the current one.
Price and promise realistically
Base price and schedule on verified quantities, supplier quotations, logistics, taxes, quality controls and contract conditions. Confirm that proposed staff, equipment and suppliers are genuinely available. A compliant tender that cannot be delivered creates operational and reputational risk.
Prepare contract administration before award
Plan how the team will control correspondence, submittals, inspections, delivery evidence, variations, invoices and issues.
